Apex Site Services started as a local party rental company servicing all of North Texas in the 2010s. When COVID struck in 2020, Apex was tasked with setting up large-scale drive-thru testing facilities. We began creating never-seen-before, innovative site solutions and infrastructure that served our communities under emergency declarations. Apex quickly became a nationwide provider for testing sites, temporary hospitals, and mononucleosis treatment facilities. Post-COVID, Apex was tasked with providing various temporary infrastructure solutions for a diverse set of needs – military housing, emergency relief/life support facilities, immigration processing, detention centers, and much more.
We pride ourselves on having an unrelenting commitment to completing the mission and thinking outside the box to create solutions in the toughest environments and conditions. Meet our Team
Jon launched Apex in 2015. His original vision was to create a rental company that was useful to the local community. As the company grew, Garrett realized there was a greater purpose the company could fill beyond its local community – disaster response. Garrett has a passion for the disaster response industry and enjoys the challenge of bringing together multiple elements for a common mission.
As a native Texan, Jon enjoys hunting, fishing and spending time outdoors with his three sons and daughter. Jon is happily married to his wife of 12 years, Alyssa. Jon serves as board chairman of a non-profit organization that assists alcoholic men and women to find recovery and rebuild their lives.
Lucas started with Apex in 2024. He holds a degree in Sports & Business Management from Louisiana State University and specializes in business commerce and leadership. He comes from a background in project and event management in the endurance sports sector. Lucas oversees day-to-day business operations and strategic partnerships with both Apex clients and vendors.
Paul joined Apex in 2025. He has 15+ years of experience in operations and leadership. He has led teams in major projects, including Super Bowl LVII and LVIII, Burning Man and F1’s Las Vegas Grand Prix. Paul oversees the operations department of Apex and ensures all facets of each site remain in top-notch condition. Paul is driven by the challenge of large-scale operations and enjoys being in the field working with his team. He currently resides in Austin, TX.
Obi joined Apex in 2024, bringing extensive experience in healthcare leadership, business development, operations, and marketing. Holding a finance degree and an MBA in Healthcare Administration, Obi oversees government relations at the local, state, and federal levels. He is responsible for connecting Apex with key relationships to effectively implement the company’s long-term strategies. Obi enjoys a good podcast, a round of golf and staying busy with his wife of 7 years, and his 3 children, Piper, Malachi and Saint.
Dayana, a proud Waxahachie native, joined Apex in 2025 with a degree in business administration. She joined the team after quickly excelling in the banking industry. Her background includes extensive expertise in customer service, account management, and financial operations. With strong communication skills in both Spanish and English, Dayana plays an essential role as an Executive Administrative Assistant, ensuring company data is meticulously organized and efficiently managed for smooth day-to-day operations. Outside of the office Dayana enjoys visiting new dining spots with friends, traveling to new destinations and spending quality time with loved ones.
Joseph Kopser is a proven leader and trusted advisor with a distinguished career spanning military service, technology entrepreneurship, and public policy. With over 35 years of leadership experience, Joseph has consistently demonstrated his ability to solve complex problems and build teams capable of tackling the nation’s toughest challenges.
A decorated U.S. Army veteran Joseph served 20 years in uniform, earning the Combat Action Badge, the Army Ranger Tab, and the Bronze Star for his service in combat from tour assignments in Iraq. His education includes a Bachelor of Science in Aerospace Engineering from West Point and a Master’s degree from the Harvard Kennedy School.
Joseph and his wife of 30 years, Amy, reside in Austin, Texas, and are proud parents to three adult daughters.
Dyllan has been with Apex since 2021. You can find him managing and maintaining company-owned land and material assets. Overall, Dyllan ensures Apex meets and exceeds all operational goals. He brings hands-on experience and a wealth of technical knowledge to the team. Born and raised in Ennis, Texas. Dyllan is married to his wife, Kaydan and enjoys hunting, fishing, and spending time with his daughter, Aria and son, Asher.
Rubby Douglas is a nationally recognized emergency management consultant with over 30 years of public service to the State of Louisiana, most recently serving in leadership roles with the Governor’s Office of Homeland Security and Emergency Preparedness. At Apex Site Services, Rubby provides high-level strategic guidance on crisis response planning, pre-positioned housing solutions, and interagency coordination for disaster deployments.
Her expertise includes strategic emergency planning, school safety, public health crises, and equitable recovery operations. She has directed preparedness and recovery efforts across some of the nation’s most complex disaster events—including Hurricanes Katrina, Ida, Laura, and COVID-19—working closely with local, state, and federal stakeholders.
Rubby’s collaborative leadership style, honed through years of workforce development and real-world emergency deployments, supports Apex’s mission to deliver rapid, effective infrastructure solutions in high-pressure environments. Her contributions help strengthen preparedness, resilience, and operational excellence across Apex’s projects nationwide.
Lieutenant General (Ret.) John Evans is a highly accomplished 36-year veteran of the United States Army, known for his strategic leadership across multiple high-impact commands. He most recently served as Commanding General of U.S. Army North, where he focused on homeland defense, protection of critical infrastructure, and coordination with Canadian and Mexican military partners. Prior to that, he led U.S. Army Cadet Command, overseeing all ROTC programs at U.S. colleges and universities and managing over 1,700 Junior ROTC programs nationwide. He also commanded the U.S. Army Special Operations Aviation Command, directing global helicopter operations in support of the nation’s most elite missions.
In his post-military career, General Evans continues to shape the future of defense and national security as a senior mentor to the U.S. Army War College and as a strategic advisor to leading organizations across the defense, technology, and financial sectors. He is actively involved in veteran, military, and civic initiatives nationwide and supports APEX in advancing its mission through his expertise in military and government relations.
